I. General Provisions

  1. The economist on contractual and claim work belongs to the category of specialists.
  2. For the position:
  • economist for contractual and claims work, a person is appointed who has a higher professional (technical) education without presenting requirements for work experience or secondary vocational education and work experience in the position of a technician of category I for at least 3 years or other positions occupied by specialists with secondary vocational education, not less than 5 years;
  • economist for contractual and claims work of category II - a person who has a higher professional (technical) education and work experience as an economist for contractual and claims work or other engineering and technical positions filled by specialists with higher professional education, at least 3 years;
  • Economist for contractual and claim work of the 3st category - a person who has a higher professional (technical) education and work experience as an economist for contractual and claim work of the XNUMXnd category for at least XNUMX years.
  1. Appointment to the position of an economist for contractual and claim work and dismissal from it is carried out by order of the director of the enterprise on the proposal of _______.
  2. An economist for contractual and claims work should know:
  • legislative acts, resolutions, orders, orders, other guidance, methodological and regulatory materials on capital construction;
  • organization of the development of design and estimate documentation, the procedure for its coordination and approval;
  • the procedure for developing long-term and annual plans for capital construction;
  • fundamentals of construction technology;
  • rules for securing work contracts;
  • composition, content, procedure for the development and approval of estimates;
  • construction financing rules;
  • regulatory documents on pricing in construction;
  • planning and accounting documentation;
  • organization of operational and statistical accounting and reporting;
  • economics, organization of production, labor and management;
  • the possibility of using computer technology and the implementation of calculations and accounting for construction and installation works, the rules for its operation;
  • market methods of managing;
  • labor legislation;
  • rules of internal labor regulations;
  • rules and regulations of labor protection.

  2. During the absence of an economist for contractual and claim work (vacation, illness, business trip, etc.), his duties are performed by a person appointed by order of the director of the enterprise. This person acquires the appropriate rights and is responsible for the high-quality and timely performance of the duties assigned to him.

II. Official duties

Economist for contract and claims work:

  1. Prepares contract agreements with customers and subcontractors, checks estimate documentation for the construction of facilities, calculates the cost, records the work performed and draws up delivery certificates.
  2. Participates in the review of title lists and performs work on the preparation of contract agreements.
  3. Checks the estimate documentation received from the customer and prepares conclusions about its quality.
  4. Together with representatives of subcontractors, he coordinates with the design organization and the customer estimates, costing materials, transport schemes, etc.
  5. Calculates the cost of work performed and calculates the necessary costs.
  6. Keeps records of completed and paid by the customer construction and installation works.
  7. Participates in the control measurements of the work performed, in the development of planned and estimated prices for building materials and structures, transport, utilities and other services.
  8. Prepares cost estimates for costs not provided for by unit prices and overhead rates, coordinates them, if necessary, with the customer.
  9. Takes part in the study and analysis of the state and selection of the most profitable service markets, makes proposals for concluding contracts with contractors for the construction of facilities.
  10. Performs calculations of the economic efficiency of the introduction of new equipment and technology, labor organization, rationalization proposals and inventions.
  11. Participates in the preparation of the necessary documentation for the consideration of claims in arbitration.
  12. Determines the estimated cost of works, materials and costs for construction and installation works.
  13. Performs work on the formation, maintenance and storage of a database on capital construction, makes changes to the reference information used in data processing.
  14. Participates in the formulation of the economic statement of problems or their individual stages, solved with the help of computer technology, determines the possibility of using ready-made projects, algorithms and application packages that allow you to create economically sound information processing systems.
  15. Prepares materials for consideration of controversial issues with contractors.
  16. Performs individual official assignments of his immediate superior.

III. Rights

An economist for contractual and claim work has the right to:

  1. Get acquainted with the draft decisions of the management of the enterprise relating to its activities.
  2. Submit proposals for improvement of the work related to the responsibilities provided for in this instruction for consideration by the management.
  3. Within the limits of his competence, report to his immediate supervisor about all the shortcomings identified in the course of his activities and make proposals for their elimination.
  4. Request personally or on behalf of the management of the enterprise from the departments information and documents necessary for the performance of his duties.
  5. Involve specialists from all (individual) structural divisions in solving the tasks assigned to him (if this is provided for by the regulations on structural divisions, if not, then with the permission of the head).
  6. Require the management of the enterprise to assist in the performance of his duties and rights.

IV. A responsibility

The contract and claim work economist is responsible for:

  1. For improper performance or non-performance of their official duties provided for by this Job Description - within the limits determined by the current labor legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the current labor and civil legislation of Ukraine.
