I. General Provisions

  1. This Job Description defines the duties, rights and responsibilities of an expert chemist of a healthcare institution (hereinafter referred to as the expert chemist).
  2. A person who has a higher professional education (specialty "Chemistry", "Chemical Technology and Biotechnology") and additional training in sanitary and hygienic laboratory research is appointed to the position of an expert chemist.
  3. The expert chemist must know:
  • fundamentals of health care legislation;
  • regulatory legal documents regulating the activities of institutions of the State Sanitary and Epidemiological Supervision and health care;
  • methods for conducting chemical research (chromatographic, atomic absorption spectrometry, spectrophotometry, and others);
  • principles of operation, operating rules and software of instruments and laboratory equipment;
  • methods of preparation of standard and working solutions;
  • methods of calibration, verification and certification of measuring instruments for materials;
  • methods of statistical processing and evaluation of measurement results (research);
  • nomenclature of research in the direction of the institution;
  • principles of organization of quality control of measurements (research) of materials;
  • the procedure for maintaining approved forms of documentation;
  • safety regulations, industrial sanitation and fire protection.
  1. An expert chemist is appointed and dismissed by order of the head of the institution in accordance with applicable law.
  2. An expert chemist reports directly to the head of his structural subdivision (department, department, laboratory), and in his absence to the head of the institution or his deputy.

II. Official duties

  1. Carries out a qualitative and quantitative measurement (research) of chemical factors of the natural, industrial and social environment and biological material that are dangerous and potentially dangerous for humans.
  2. Prepares samples and material samples for the most complex studies.
  3. Conducts tests to identify potentially dangerous and harmful properties and qualities of industrial products, consumer goods, chemical and biological compounds for the implementation of hygienic certification, hygienic examination, state registration of substances and products, goods, materials.
  4. Establishes the content of hazardous and potentially hazardous chemicals and compounds in samples and material samples using modern technologies, measuring and analytical equipment.
  5. Takes part in the analysis of the results of measurements (research) and prepares, in accordance with the established procedure, a conclusion on the results of measurements (research) when conducting sanitary and epidemiological examinations, investigations, examinations, toxicological, hygienic and other types of assessments, carries out internal and external quality control of measurements (research) .
  6. Takes part in the training and advanced training of workers of production laboratories, providing them with methodological and advisory assistance.
  7. Depending on the level of the organizational structure of the laboratory unit, it participates in providing methodological and practical assistance to the laboratories of healthcare institutions.
  8. Prepares proposals for the organization of metrological and information support for laboratories of healthcare institutions, and also participates in conducting arbitration studies, accreditation of laboratories.
  9. Qualified and timely executes orders, orders and instructions of the management of the institution, as well as legal acts on his professional activities.
  10. Complies with the rules of internal regulations, fire safety and safety, sanitary and epidemiological regime.
  11. Promptly takes measures, including timely informing the management, to eliminate violations of safety, fire and sanitary rules that pose a threat to the activities of the institution, its employees, patients and visitors.
  12. Systematically improves his skills.

III. Rights

The expert chemist has the right:

  1. make proposals to the management of the institution to improve the treatment and diagnostic process and the State Sanitary and Epidemiological Supervision, incl. on the organization and conditions of their labor activity;
  2. control the work of subordinate personnel (if any), give them orders within the framework of their official duties and demand their precise execution, make proposals to the management of the institution on their encouragement or imposition of penalties;
  3. request, receive and use information materials and legal documents necessary for the performance of their duties;
  4. take part in scientific and practical conferences and meetings, which discuss issues related to its work;
  5. pass certification in accordance with the established procedure with the right to obtain the appropriate qualification category;
  6. improve their qualifications at refresher courses at least once every 5 years.

IV. A responsibility

The expert chemist is responsible for:

  1. timely and high-quality implementation of the duties assigned to him;
  2. organization of their work, timely and qualified execution of orders, instructions and instructions of the management, regulatory legal acts on their activities;
  3. compliance with internal regulations, fire safety and safety;
  4. timely and high-quality execution of medical and other official documentation provided for by the current regulatory documents;
  5. providing, in accordance with the established procedure, statistical and other information on its activities;
  6. ensuring compliance with executive discipline and performance of their duties by subordinate employees (if any);
  7. prompt action, including timely informing the management, to eliminate violations of safety, fire and sanitary rules that pose a threat to the activities of the healthcare institution, its employees, patients and visitors.
