I. General Provisions

  1. This Job Description defines the duties, rights and responsibilities of an ultrasound doctor.
  2. A person with a higher medical education who has completed postgraduate training or specialization in the specialty "Ultrasound Diagnostics" is appointed to the position of an ultrasound diagnostician.
  3. The ultrasound doctor should know:
  • fundamentals of health care legislation;
  • legal documents regulating the activities of healthcare institutions;
  • the basics of organizing medical and preventive care in hospitals and outpatient clinics, emergency and emergency medical care, disaster medicine services, sanitary and epidemiological services, drug supply to the population and health care facilities;
  • theoretical foundations, principles and methods of clinical examination;
  • organizational and economic foundations for the activities of health care institutions and medical workers in the context of budgetary insurance medicine;
  • fundamentals of social hygiene, organization and economics of healthcare, medical ethics and deontology;
  • legal aspects of medical activity;
  • general principles and basic methods of clinical, instrumental and laboratory diagnostics of the functional state of organs and systems of the human body;
  • etiology, pathogenesis, clinical symptoms, course features, principles of complex treatment of major diseases;
  • rules for the provision of emergency medical care;
  • bases of examination of temporary incapacity for work and medico-social examination;
  • fundamentals of health education;
  • rules of internal labor regulations;
  • rules and norms of labor protection, safety measures, industrial sanitation and fire protection.
  1. According to his specialty, the doctor of ultrasound diagnostics should know:
  • modern methods of ultrasound diagnostics;
  • content and sections of ultrasound diagnostics as an independent scientific and practical discipline;
  • tasks, organization, structure, staffing and equipment of the ultrasound diagnostic service;
  • current legal and instructive and methodological documents in the specialty;
  • rules for issuing medical documentation;
  • principles of activity planning and reporting of the ultrasound diagnostics service;
  • methods and procedures for monitoring its activities.
  1. The doctor of ultrasound diagnostics is appointed to the post and dismissed from the post by the order of the head physician of the health facility in accordance with the current legislation.
  2. The doctor of ultrasound diagnostics directly reports to the head of the department, and in his absence to the head of the medical facility or his deputy.

II. Official duties

  1. Carries out ultrasound diagnostics using its methods approved for use in medical practice.
  2. Determines the tactics of ultrasound diagnostics of the patient in accordance with established rules and standards.
  3. Participates in the development of a plan for examining a patient, clarifies the scope and rational methods of examining a patient in order to obtain complete and reliable diagnostic information in the shortest possible time.
  4. Independently conducts the necessary diagnostic studies.
  5. Provides consultative assistance to doctors of other departments of health care facilities in their specialty.
  6. Supervises the work of secondary and junior medical personnel subordinate to him (if any), facilitates the performance of his duties.
  7. Controls the correctness of diagnostic and therapeutic procedures, operation of instruments, apparatus and equipment, rational use of consumables, compliance with safety and labor protection rules.
  8. Participates in training sessions to improve the skills of medical personnel.
  9. Plans its work and analyzes the performance of its activities.
  10. Ensures timely and high-quality execution of medical and other documentation in accordance with established rules.
  11. Carries out sanitary-educational work.
  12. Complies with the rules and principles of medical ethics and deontology.
  13. Qualified and timely executes orders, orders and instructions of the management of the institution, as well as legal acts on his professional activities.
  14. Complies with the rules of internal regulations, fire safety and safety, sanitary and epidemiological regime.
  15. Promptly takes measures, including timely informing the management, to eliminate violations of safety, fire and sanitary rules that pose a threat to the activities of the healthcare institution, its employees, patients and visitors.
  16. Systematically improves his skills.

III. Rights

The doctor of ultrasound diagnostics has the right:

  1. independently conduct the necessary ultrasound diagnostic studies with the issuance of a conclusion, recommend the methods of instrumental, functional and laboratory diagnostics necessary for a comprehensive examination of the patient, involve, if necessary, doctors of other specialties for consultations and examination of patients;
  2. make proposals to the management of the institution on improving the diagnostic and treatment process, improving the work of administrative, economic and paraclinical services, issues of organization and conditions of their work;
  3. control the work of subordinate employees (if any), give them orders within the framework of their official duties and demand their precise execution, make proposals to the management of the institution on their encouragement or imposition of penalties;
  4. request, receive and use information materials and legal documents necessary for the performance of their duties;
  5. take part in scientific and practical conferences and meetings, which discuss issues related to its work;
  6. pass certification in accordance with the established procedure with the right to obtain the appropriate qualification category;
  7. improve their qualifications at refresher courses at least once every 5 years.

IV. A responsibility

  1. The ultrasound specialist is responsible for:
  • timely and high-quality implementation of the duties assigned to him;
  • organization of their work, timely and qualified execution of orders, instructions and instructions of the management, regulatory legal acts on their activities;
  • compliance with internal regulations, fire safety and safety;
  • timely and high-quality execution of medical and other official documentation provided for by the current regulatory documents;
  • providing, in accordance with the established procedure, statistical and other information on its activities;
  • ensuring compliance with executive discipline and performance of their duties by subordinate employees (if any);
  • prompt action, including timely informing the management, to eliminate violations of safety, fire and sanitary rules that pose a threat to the activities of the healthcare institution, its employees, patients and visitors.
  1. For violation of labor discipline, legislative and regulatory acts, an ultrasound doctor may be brought to disciplinary, material, administrative and criminal liability in accordance with applicable law, depending on the severity of the misconduct.

Drivers may be banned from touchscreens 29.04.2013

The US authorities are asking automakers to limit the interaction of drivers with in-car infotainment systems equipped with touch screens. Thus, officials intend to improve road safety and reduce the number of accidents that occur due to the fact that drivers turn their attention to multimedia and other auxiliary functions.

The National Highway Traffic Safety Agency (NHTSA), part of the U.S. Department of Transportation, is proposing a ban on manual typing while driving, internet surfing, social media, e-books, and other distractions that are accessed by touch.

"Distracted driving is unsafe and irresponsible. It can lead to disastrous consequences," US Secretary of Transportation Ray LaHood said in a statement. According to him, in 2011 more than 3 people died on US roads, and more than 387 people were injured to varying degrees of severity because the driver was distracted while driving.

U.S. regulators are calling for the creation or upgrade of on-board systems that won't force a driver to take their eyes off the road for more than two seconds. This time, in their opinion, should be enough to select any menu item. In addition, officials are urging automakers to limit the total number of such consecutive taps on the touch screen to six taps. Concerns do not agree with the ideas of officials. In particular, participants believe that such measures will simply encourage drivers to use mobile devices that are more dangerous while driving.

Theoretically, voice control of devices could be a solution to such problems, but some analysts do not consider this possible in practice.
