Phraseologism: Puffer.

Meaning: An ignorant careerist martinet who dreams of instilling barracks morals in the entire public life of Russia.

Origin: Colonel Skalozub is a character in the comedy "Woe from Wit" (1824) by A. S. Griboyedov (1795-1829). Russian analogue of the famous French expression "Bourbons". As a common noun, it was first used by A. I. Herzen ("The Past and Thoughts", ch. 20).
