Origin: The expression was born at the beginning of the XNUMXth century. in the State Duma of Russia. When investigating railway accidents in Russia, the main culprit was invariably the switchman, who either did not turn the switch at the right time, or switched it when it was impossible to do so, etc. Therefore, the Duma opposition began to call those officials “switchmen” (as a rule, low level), whom the government declared the perpetrators of the troubles (the consequences of the government's course itself).
