Water, if there are no impurities in it, does not conduct electricity, which means it is a good insulator. It can also be electrified from a distance. Run a very thin stream of water from the faucet, the thinnest you can get. The jet should flow out completely calmly, evenly. Bring an electrified comb to it a little below the tap. You will see how the jet deviated towards it.

Electrification of water

At a distance, through an air gap, electric charges appeared in the jet. On the side of the jet that is closer to the comb, the charges are of the opposite sign, and on the side farthest from the comb, the electric charges will be the same as on the comb itself. Nearby opposite charges will be pulled to connect with the charges of the comb, and the jet will deflect in the same direction. The same thing happens as with the thread in the previous experiment. Only when we electrify the stream do we prevent it from reaching the comb.
