Mandatory biometric registration

The Ministry of Internal Affairs of the Russian Federation and the Federal Migration Service wrote a positive opinion on the bill obliging Russians to submit biometric data and register fingerprint and genomic information in a citizen's biocard.

The authorities propose to switch to biometric registration in stages. In addition, the FMS and the Ministry of Internal Affairs draw attention to the need to popularize this idea and explain that fingerprints are taken not only from criminals. At the same time, the FMS proposes to divide the unified system of biometric registration into criminal and civil parts.

The creation of a single database, Deputy Interior Minister Sergei Gerasimov noted in his response, will help to detect and prevent crimes, simplify the unambiguous identification of a person and reduce the level of bureaucracy. In his opinion, it is necessary to expand the list of citizens undergoing fingerprinting in the law and to prescribe responsibility for evading it.

According to the FMS, in 2013 nearly 250 people voluntarily gave their fingerprints. Russians and slightly more than 3 million foreign citizens and stateless persons. The department believes that equipment should be installed at the border to identify biometric data in visiting Russians and foreigners.
